The Second Circuit federal appeals court did not overturn former Assembly speaker Sheldon Silver's conviction due to a lack of evidence. The court takes issue with the jury instructions, saying they conflicted with the Supreme Court overturning the fraud conviction of another former lawmaker, in Virginia.
