Free Tuition Program Raises Questions at CUNY

Governor Cuomo's plan to make college tuition free for SUNY and CUNY students from middle income families continues to get criticism, even from the students and university administrators who would be impacted. CUNY says it already needs an increase in state funding to maintain the quality of education it already provides, and of course there is still a question of whether the $163 million proposed by the governor would actually cover the cost of tuition for qualified students. Barbara Bowen, president of CUNY's Professional Staff Congress, weighs in.
